In 2023, George Neepin, Keewatin Tribal Council (KTC) CEO and Walter Wastesicoot, SKY Nations Grand Chief formed the KTC Elder Advisory Group to participate in initiatives related to forming a government and Nation rights.

The original members of the KTC Elder Advisory Group are Emile Garson, former Chief of Tataskweyak Cree Nation; Joe Hyslop, former Chief of Northlands Denesuline First Nation; Moses Okimaw, former Chief of Manto Sipi Cree Nation and Robert Wavey, former Chief of Fox Lake Cree Nation with Jimmy Thorassie, former Chief of Sayisi Dene First Nation joining in 2024.

The KTC Elder Advisory Group provides guidance, recommendations and strategic advice, promotes collaboration, communication and inclusionary practices and participates in KTC hosted leadership conferences and summits.

Their membership is contingent on compliance with KTC and SKY Nation values, standards of conduct and ethics.

Since the Group was formed, they have worked with KTC on a variety of initiatives:

  • CIRNAC Recognition of Indigenous Rights and Self Determination Discussion (RIRSD) Table:
    • Developing the application, workplans, budgets, strategic approach and negotiation support.
  • Federal Government United Nations Declaration on the Rights of Indigenous Peoples Act Action Plan (UNDA)
    • Developing the strategic approach, meeting with Justice Canada and other representatives, reviewing and submitting recommendations to UNDA actions items and annual reports, lobbying for a change in the federal approach to prioritize First Nation rights holders as collaborators and partners in UNDA implementation aligning laws, legislation and policies with UNDRIP.
  • Nation Building and Steps towards Self Government
    • Developing strategies, a Grand Council constitution, a Grand Council governing structure, communications, presentation and planning sessions to advance self-government and forming a government.

The KTC Elder Advisory Group continues to be instrumental in KTC's commitment to be increasingly proactive in its contribution to SKY Nation sustainability, opportunities and decolonization.
