This annual report is for 2023-24 fiscal year and it covers the four Health Program Teams within the KTC Health Department. The four Teams are Indian & Residential Schools (IRS), Mental Wellness, Nursing and Referral/Medical Transportation. Mary Azure-Laubmann is the Team Lead for IRS, Echo Dumas is the Team Lead for Mental Wellness, Anita Crate is the Team Lead for Nursing and Dion McIvor is the Team Lead for Medical Transportation/Referral Unit. As the Director of Health, I receive my direction from the Chief Executive Officer (CEO), KTC Chiefs Executive Council, the KTC community Health Directors and recommendations from the KTC Health Team Leads. The Director of Health plans, develops, organizes, implements and evaluates the operations of the KTC Health Services Program with the assistance of the Team Leads.
Each Team has different Health staff programs which they have supervisory roles such as signing authority for travel, holidays and overtime. The IRS staff provide a Clinical Therapist, 2 Cultural Support Providers and 2 Residential Health Support Providers plus Administration support. The Mental Wellness Team provides 2 Crisis Response workers, Brighter Futures/Building Health Communities Coordinator (BF/BHC), National Native Alcohol Drug Addictions Program (NNADAP) and National Aboriginal Youth Suicide Prevention Program Coordinator (NAYSPS). The Crisis Response Team is made up of 2 coordinators and assisted by the majority of the Health Staff specifically the IRS and Mental Wellness Team members. The Nursing Team consists of a Tribal Nursing Officer (TNO), Home and Community Care Coordinator (HCCP), Wellness Educator, Maternal Child Health, Foot Care Nurses, Tobacco Coordinator and Aboriginal Diabetes Initiative (ADI). The Referral Unit has permanent day/afterhours clerks of 18 employees, casual afterhours clerks with 8 employees. Medical Transportation has permanent drivers/dispatchers with 8 employees, casual drivers/dispatchers with 6 employes. The Director of Health receives support from the Health Administrative Assistant and oversees the Nursing Station Maintenance/water trax Coordinator. The Children's Oral Health Initiative (COHI) Program and Jordan's Principle Team is overseen by the Director of Health. One Dental Hygienist and two Dental Worker Aides. The Jordan's Principle team has three offices, Churchill, Thompson (head office) and Winnipeg. Two lead coordinator, six Case Managers, two youth workers, two cultural support workers and two administrative assistants.
Health Staff meetings have continued as the pandemic has slowed down and masks are no longer mandatory. The Team Lead meetings have continued as well. Each Health Team meets for updates and planning purposes for each individual Health Program. There are KTC Health quarterly meetings for each specific Health Program and these meetings are now in person. This time is used for Program updates and training for the KTC First Nation Community Program Coordinators.
